New General Secretary
NEW GENERAL SECRETARY TOOK OFFICE IN FRONT OF GOVERNOR IN CHARGE, JUAN FRANCISCO HERRERA LEAL
* Javier Ferreira Bohorquez stressed that his tenure as Secretary General will focus first on the change model of the Governmental Administration, a process that has already begun to develop.
* Javier Ferreira Bohorquez is a Maritime Administrator of the Almirante Padilla Naval School. He is a specialist in Logistics and Maritime Policy and Strategy of the Naval School. In the same manner, he is a candidate for a Master's in Strategic Thinking and Prospective from the Externado University.
Continue with the process of implementing information technologies, managing human resources, changing the operation model of the Departmental Government Administration, among other projects which Javier Ferreira Bohorquez seeks to develop, after being appointed as the new General Secretary.
The appointment took place this Wednesday, April 17 at the Meeting Hall of the Coral Palace. During the possession, the Governor in charge of the Department, Juan Francisco Herrera Leal, stated that the appointment of Ferreria is due to his great achievement at other entities, management that the current administration needs to continue working in all contractual processes.
"We are going to be able to move very quickly, especially with these contractual issues that are so delicate, which require so much procedure. With all the details and all of his experience, I am sure that he will help us a lot with the whole issue of this public management we are developing to keep ordering everything in the Department. The idea is to be able to try to fulfill all the goals we have set for the rest of the year,"said the Governor in charge.
For his part, Ferreira Bohorquez stressed that his appointment will focus primarily on the change model of the Governmental Administration, process that has already begun to develop.
"It is a very interesting project that we are advancing in agreement with the Higher School of Public Administration and we hope to have an accurate proposal. We want the best proposal to start implementing this new operating model, "said the secretary.
Similarly, the General Secretary referred to the importance of implementing new technologies to make the processes within the public institution more transparent.
"We are doing an arduous job to implement Secop II, the public procurement system, which has been a development of the National Government for the optimal, adequate and efficient management of state resources. Currently, the Government manages the platform, but in the 1stversion. Version II came out four years ago and we are attentive to make implementation this year. We have already made the approaches with qualified personnel of ‘Colombia compra eficiente,’ who have the capacity and adequate knowledge for that implementation. With this, we seek to improve the contractual management, make it more effective, efficient and transparent, in order to handle the contracting electronically, which guarantees, under the parameters, an opportunity for improvement for the contractual exercise in the Department,"explained the secretary General.
Javier Ferreira Bohorquez is Maritime Administrator of the Almirante Padilla Naval School. He is a specialist in Logistics and Maritime Policy and Strategy of the Naval School. In the same manner, he is a candidate for a Master's in Strategic Thinking and Prospective from the Externado University. He has extensive experience in Contract Management, Administrative and Financial Management. In public administration, he was part of different departments of the National Navy and the Colombian Maritime Authority.
